Bureau of Immigration Issues Guidelines for Filipinos Departing the Philippines for Abroad

The Philippine Embassy wishes to inform the Filipino Community in Brunei Darussalam that the Bureau of Immigration has issued guidelines providing for definite parameters in the strict enforcement of immigration departure formalities.

The said guidelines are intended to help prevent trafficking in persons, illegal recruitment, and other related offenses.

Filipino travelers are classified under the following category:

SPECIAL CASES

A. For Final Interview/Qualifying Examination

Workers who undergo final interview/qualifying examination as required by their prospective employers shall present the POEA Special Exit Clearance. In the absence thereof, passengers shall not be cleared for clearance.

B. On the Job Training (OJT)

Travelers falling under this visa category shall present the following documents for primary inspection:
i. School certification on the need for the on-the-job training;
ii. Acceptance by the host company;
iii. Certificate of Overseas Training by the Commission on Higher Education (CHED)

C. For relatives requesting compassionate visit

Relatives visiting an irregular worker based abroad on compassionate and humanitarian grounds must secure a certification from the Office of the Undersecretary for Migrant Workers Affairs, Department of Foreign Affairs (OUMWA-DFA).

D. Immediate family members of Overseas Filipino Workers (OFWs)

Immediate family members of OFWs traveling with a tourist/temporary visitor's visa shall be allowed without a need for further inspection, provided they establish a relationship within the first civil degree of consanguinity or affinity (spouse, children, parents) with the OFW and provided further that they present photo copies of the following documents of the Overseas Filipino Worker (OFW):
i. Passport
ii. Visa
iii. OEC
iv. NSO authenticated birth/marriage certificate, as the case may be

E. Passengers attending intra-company trainings abroad

Passengers intending to depart for intra-company trainings abroad for less than 3 months shall present
i. An invitation from the host company reflecting the duration;
ii. Entitlements; and
iii. Travel and other incidental expenses

Passengers departing for intra-company trainings for more than 3 months shall present the corresponding Trainorship Agreement containing all the abovementioned data.
